10 Years – from Project 2Rs to 3R

Looking back at the past 10 years, this Project has undergone a metamorphosis from 2Rs to 3R (Note 1).
As a pioneer project of wholistic care for children and youth in residential homes, the Committee Board Members and Superintendents of three agencies including Evangel Children’s Home, Precious Blood Children’s Village and Sisters of the Good Shepherd formulated proposals and procedures, looked for cooperation partners and funders to help support this project. Their vision to extend such all-rounded care to the 4,000 admitted residential children in Hong Kong still exist.

1. 2014 contract signing
In 2014, 2Rs (phase 1) and our cooperation partner – Evangel Hospital signed the 1st contract. Representatives from the Chan Dang Social Service Foundation (one of sponsoring organizations), and Board Members of three agencies attended to celebrate.

2024 marked the 10th anniversary of this Project. From 2Rs to 3R, we whole-heartedly thank all our funders (Note 2), the medical team of our cooperation partner (Note 3), caseworkers and caretakers for their love and concern to the children. We hope our services have given new insight to our cases especially on the value of priceless health.
Throughout these 10 years, there was not much change to the referral procedures and service scope. However, we tried reaching out to the public by means of industry-wide sharing sessions, exhibitions, casebook publishing, media promotion (e.g. newspaper, radio broadcast) and university research publication (Note 4), striving with hope for long term support from the Government and The Community Care Fund.

4. Seminar
Taken at 2020 year end, an industry-wide sharing session was held with over 100 participants, including representatives from the Social Welfare Department, sponsoring organizations (Note 2), cooperation partners, honorable guests, university representatives, and management of the residential homes.

Right after the difficult times of 2019 to 2023 when hope seemed frail, good news came one after another—2Rs casebook “Children Who Survived the Storm” won two major awards (listed below). This encouraging news confirmed that our efforts were not in vain, the public still cared about the residential children and youth. It thus motivated us to strive forward continuously.

The new chapter starting 2021 also brought a new name: 2Rs was upgraded to 3R, further solidifying the close relationship with our cooperation partner through ups and downs! March 2026 marked the end of Project 3R. Agency management reassured that “our historical mission is complete!” We then focused on arranging necessary referrals and prescriptions, officially bidding farewell. We wish the children and youth in the residential homes continued access to timely and appropriate assessments and treatment, and unfolding fulfilling lives!
